The resolution of the President of the Republic of Uzbekistan “On measures to further develop the higher education system” was adopted with a view to radically improving the system of higher education, radically revising the content of training in accordance with the priority tasks of the country’s social and economic development, providing the necessary conditions for training specialists with a higher education at the level International standards.

During the years of independence, our country has carried out a purposeful large-scale work on the modernization and transformation of the system of higher education, the introduction of modern forms and technologies of instruction in it, strengthening the orientation of the directions and specialties of training specialists for the requirements of industries and spheres of the economy.

At the same time, the results of the study of the state of the higher education system, established by the Presidential Decree of October 8, 2016, revealed that the number of higher educational institutions does not meet the modern requirements of the scientific and pedagogical potential, the educational and methodological and information support of the educational process, The material and technical base needs to be updated systematically. In the system of higher education, the work on the widespread introduction of advanced international experience into the learning process, and the improvement of the qualifications of pedagogical and scientific personnel through establishing close partnerships with leading specialized foreign scientific and educational institutions is not being properly implemented.

In accordance with the adopted resolution, the most important tasks of further comprehensive development of the system of higher education are:

The establishment by each higher educational institution of close perspective partnerships with leading specialized foreign scientific and educational institutions, the widespread introduction of advanced pedagogical technologies, educational programs and teaching materials based on international educational standards into the educational process, attracting foreign highly qualified teachers to the scientific and pedagogical activity

Formation of target parameters for the training of personnel with higher education, optimization of directions and specialties of education in higher educational institutions, taking into account the prospects for the integrated development of regions and economic sectors, the needs of the territorial and sectoral programs being implemented, the introduction of modern forms of organization of the scientific and educational process of the magistracy;

Creation and wide introduction of new generation teaching aids into the higher education system, provision of modern educational, educational and methodological and scientific literature to higher educational institutions, including on the basis of acquisition and translation of the latest foreign literature, regular updating of the funds of information and resource centers;

A steady increase in the level and quality of the professional skills of pedagogical personnel, the passage of advanced training, training of pedagogical and scientific staff, the training of graduates of higher educational institutions in PhD and magistracy programs abroad;

Strengthening the scientific potential of higher educational institutions, further development of university science, strengthening its integration with academic science, increasing the effectiveness and effectiveness of research activities of the faculty, involving gifted students in scientific activities;

Strengthening the spiritual and moral content of higher education, conducting extensive educational and educational work to deepen the adherence of students to the idea of independence, loyalty to national traditions of humanity and high spirituality, strengthening critical thinking and immunity to alien ideas and ideologies;

Further strengthening of the material and technical base of higher educational institutions through the construction, reconstruction and overhaul of educational and scientific laboratory buildings and buildings, sports facilities and objects of social and engineering infrastructure, equipping the educational and scientific laboratory facilities with modern instruments and equipment in priority areas of university science;

Equipping higher education institutions with modern information and communication technologies, expanding the access of students, teachers and young researchers to the world’s educational resources, electronic catalogs of advanced scientific literature and data bases.

In order to ensure a purposeful, complete and effective solution of the tasks set, the decree approved the Program for the Comprehensive Development of the Higher Education System for the period 2017-2021, which includes measures for cardinal improvement and high-quality upgrading of higher education, strengthening and modernizing the material and technical base of higher education institutions, equipping Their modern educational and scientific laboratories and the means of modern information and communication technologies.

In accordance with the Program, in 48 higher educational institutions in 2017-2021 there will be carried out works on construction, reconstruction and overhaul of 180 objects, including educational and scientific laboratory buildings, sports facilities and objects of social and engineering infrastructure, in 53 higher educational institutions 400 educational laboratories are equipped in a stage by stage with modern teaching and laboratory equipment, interuniversity scientific laboratories will be established in 7 higher educational institutions.

The high significance of the decree is underscored by the fact that for the first time at the level of the legislative act of the President of the country, targeted development programs have been approved separately for each higher educational institution, which provide for specific parameters and indicators:

New directions and specialties, as well as admission for the preparation of bachelors and masters for the period 2017-2021, developed taking into account the current and future needs of integrated development of regions and sectors of the economy, with a gradual increase to 2021 general acceptance rates of 18 percent;

Creation of new student places due to the construction, reconstruction and overhaul of educational buildings, student residences, information and resource centers and other facilities, the acquisition of new training and laboratory complexes, computer equipment for audiences;

Increase the professional level of the teaching staff, including the direction of teachers for further training and internship, magistracy, doctoral studies in foreign partner universities, as well as courses for retraining and advanced training at the basic universities of the country.

It is extremely important for the successful implementation of the Program that, in the process of its development, each higher educational institution of the Republic establishes partnerships with the leading specialized foreign scientific and educational institutions of the United States, Great Britain, the Netherlands, Germany, France, Italy, Russia, Japan, South Korea, China and other countries. On this basis, it is envisaged to attract annually at least 350 foreign highly qualified teachers and scientists to the educational process in universities.

As practice shows, the existing system of remuneration of teachers of higher educational institutions needs to improve and introduce new incentive mechanisms. In this regard, the Ministry of Finance, the Ministry of Higher and Secondary Special Education, the Ministry of Labor, together with the Ministry of Health and the Ministry of Public Education, were instructed to submit proposals to the Cabinet of Ministers in three months, taking into account the study of international best practices, to introduce a system of allowances for teachers of higher educational institutions for professionalism , High efficiency and quality of education, effective educational work.

In order to ensure a steady increase in the level of professional skills of teachers of higher educational institutions, including through the expansion of their training, advanced training and internships abroad, the Cabinet of Ministers was instructed, within two months, to prepare proposals for the improvement and cardinal revision of the activities of the Fund of the President of the Republic of Uzbekistan “Istedod” To improve the skills of promising young teachers and scientific personnel.

It should be noted that in order to strengthen scientific potential of higher education institutions, to strengthen the integration of university and academic science with the real sector of the economy educational and research organizations operating applications and innovative research and development work carried out on the orders of enterprises, until January 1, 2022 are exempt from the tax on corporate income tax, single tax, value added tax and mandatory contributions to the State Trust Funds.

To establish effective state control over the quality of education and training under the Cabinet of Ministers, the State Inspectorate for the Quality Supervision of Education is established, the main tasks of which are the implementation of the state policy in the field of quality control of the educational process, the teaching staff, System of education, as well as certification and state accreditation of educational institutions, Regardless of their departmental subordination and forms of ownership.

The volume of financial resources to be spent in 2017-2021 for the implementation of the Program will amount to more than 1.7 trillion sums, of which 1.2 trillion sums – for the construction, reconstruction and overhaul of educational and laboratory buildings, sports halls and student residences , Over 500 billion sums – for equipping with educational and laboratory equipment, furniture and equipment, creating interuniversity laboratory complexes for joint use, as well as for the development of information and communication technologies.

The adopted resolution of the President of the Republic of Uzbekistan “On measures to further develop the higher education system” is another important step on the way to improving the system of continuous education, providing the country’s growing economy with highly qualified personnel, expanding the contribution of higher education to the tasks of further strategic integrated development of the republic’s industries and territories.
